Karla K. Torres — Founder & CEO

U.S. Navy Personnel Specialist (Veteran), Bachelor’s degree in Business Administration, experienced entrepreneur, and operations leader with a strong background in business management, human resources, contract management and real estate. Karla brings hands-on experience managing teams, client relations, compliance, and business operations.

Stephen Torres — Operations & Compliance Director

Retired U.S. Navy Independent Duty Corpsman (IDC), Gold Star Recipient reflects exceptional service and dedication, Bachelor’s in Healthcare Administration, OSHA Certified, Building Management Certified, and business owner. Stephen brings over two decades of experience in medical environments, military healthcare, compliance oversight, facility inspections, preventive medicine, safety management, and operational leadership. His background directly supports TOGAR’s medical, administrative, and facility service capabilities.

Both founders qualify as Service-Disabled Veterans under SBA SDVOSB requirements.
